Universal broadband in Illinois: Studying the costs of providing free and affordable service for all residents

This report presents the findings from a study of technology and internet adoption in Illinois. It estimates the cost of providing free broadband access statewide. It also estimates the cost of providing statewide broadband, including in areas with high poverty levels, at affordable prices.
