This 2020 report and action plan was created to gather data and input to inform state and federal policymakers about how to optimize the use of telehealth. The Covid-19 pandemic showed the importance of investing in internet infrastructure to enable access to telehealth. This report argues that the digital divide has become a "digital cliff" where residents fall into deeper poverty and greater isolation. It focuses on the status of telehealth in California, gaps and barriers to optimizing telehealth, and the development of an action plan to advance telehealth policy and funding.
