The Internet Society released this policy framework in 2016 to address the questions of how to extend internet access to people without it and attract online those who have access but aren’t using it. The three categories of recommendations—expanding infrastructure, fostering skills and entrepreneurship, and providing supportive governance—can be applied to each country’s unique circumstances.
